Welcome to the 45th Annual Computer Personnel Research Conference -- ACM SIGMIS CPR 2007. For forty-five years, the CPR conference has presented quality research on the themes of managing the information technology (IT) workforce. This year's theme is the increasingly global nature of this workforce.
The IT Workforce has rapidly evolved into a diverse, dynamic, and fluid international marketplace of knowledge workers and commoditized IT services. Organizational information technologies and services are now regularly provided not only by internal IT units, but also by globally-located providers of information technologies, systems, and services as well as a combination of local and global workforce participants. The changing composition of such a global workforce has implications for both the research and practice of information systems management. Forty-nine papers were submitted to the conference and 37 were accepted. The papers, panels, and tutorials in this year's conference cover topics such as managing teams of IT workers in different countries, the economics and politics of such arrangements, and traditional CPR topics such as skill sets needed for IT workers and the IT career path.

Welcome to the 45th Annual Computer Personnel Research Conference -- ACM SIGMIS CPR 2007. For forty-five years, the CPR conference has presented quality research on the themes of managing the information technology (IT) workforce. This year's theme is the increasingly global nature of this workforce.

In last ten years, offshore outsourcing for the implementation and operations of information system and related functions has become more interesting and focused. It has a great potential for the researchers and practitioners because of the significant inclination of most of the companies towards this trend. It is being seen as playing significant role in achieving strategic advantages and supporting rapid economical growth. Actually, the picture of outsourcing is always reflected with the benefits it creates and the associated hindrances, obstacles were often overlooked or ignored. This particular research will discuss number of associated issues with offshore outsourcing for information system projects that may have deep impact on the success or failure of the projects.

We are faced with a bewildering range of offshoring options such as "best-shoring," "farm-shoring" and many more. One of these options, nearshore outsourcing, has received wide coverage in contemporary popular media and appears to apply to a wide selection of countries. However, the justifications for this have not been examined. We conducted a content analysis of 90 textual sources that refer to nearshoring, so as to determine its global scope and spread, its accepted meaning, and its areas of distinction from offshore. We find 46 such nearshore destinations worldwide and assert that competitive differentiation in the offshoring marketplace appears to be a main objective for the use of this terminology.

Offshore outsourcing has become popular because of cost or skill advantage. China is considered as one of major global software and information service offshore destinations, but it cannot compete with India right now. Based on literature review, this paper first presents an overview of the industry. Then 38 service providers in China are investigated to give a firm-level analysis of the industry. A framework of factors influencing the industry is presented. Influence factors are classified into macro factors, middle factors, and micro factors, each of which is analyzed in detail. It is concluded that China software and information service offshore outsourcing industry is of great potential, but needs marketing and advertising.

When can an information technology (IT) offshoring relationship be considered a success and failure at the same time? The literature is rich with offshoring relationships that have been described as being successful or as a failure. However, success or failure is often in the eye of the beholder. When evaluating offshoring success we propose that both process and outcome criteria be considered, where offshoring outcomes can be evaluated as a "failed success" (process success + outcome failure), or as a "successful failure" (process failure + outcome success), in addition to pure successes and failures. Building on buyer-seller relationship research, this dissertation develops dimensions that characterize the manner by which offshoring clients and vendors relate and evaluate their IT offshoring relationships. The dissertation will develop an empirically based classification of different types of offshoring relationships and investigate if success and failure depend on the emergent offshoring relationship taxonomy.
